Anchor integrity + link resolution: permission is explicitly granted to add or correct IDs, and only IDs, wherever required so internal links always resolve without changing structure, layout, or section order.
If any internal anchor cannot be resolved under the constraints above, output: INVALID — Anchor integrity failure.
