Why installation is separate

This is a one-time infrastructure deployment, not a hidden retainer. Ownership comes before optimisation, process installation does not equal ongoing management, and approval-gated actions are used where risk warrants it so you can see what would run before anything runs. Link resolution is permitted only to add or correct IDs so internal links always resolve, without changing structure, layout, or section order.
